In this edition, we had the opportunity to speak with Ms. Nguyễn Thị Phương Yến – Deputy Director of The Center for Energy Information & Electricity Market Development (EAVCED).

1. What is the role of EAVCED in Vietnam’s energy sector?

Nguyễn Thị Phương Yến: The Center for Energy Information & Electricity Market Development (EAVCED) is one of the national focal centers for research, policy support, and capacity development in electricity and energy. We provide technical coordination for the EAVCED in implementing technical assistance projects, international cooperation, and electricity market mechanisms. Our main areas of work include policy research, training programs, ODA/TA project coordination, communication support, and fostering international cooperation in clean energy innovation.

2. What are the key products and services EAVCED offers in the field of sustainable energy?

Nguyễn Thị Phương Yến: Our services are quite comprehensive, ranging from policy and technical consultancy (electricity market design, DPPA legal framework, renewable energy auctions…) to capacity building for regulators and enterprises. We also coordinate numerous international cooperation projects with ADB, WB, GIZ, and others, while developing energy information platforms and implementing policy communication to raise public awareness.

3. In your opinion, what are the biggest opportunities for sustainable energy development in Vietnam?

Nguyễn Thị Phương Yến: Vietnam has enormous renewable potential—especially offshore wind, estimated at up to 475 GW by the World Bank. The government has also made strong commitments at COP26, aiming for net-zero emissions by 2050. In addition, Vietnam is attracting significant international investment and is already leading the region in solar capacity. These factors provide a solid foundation for Vietnam to become ASEAN’s green technology hub.

4. But challenges surely remain. What are the main barriers in this journey?

Nguyễn Thị Phương Yến: That’s right. The power grid infrastructure is still limited, not keeping pace with the rapid growth of renewables, leading to curtailment. Moreover, the legal framework after the FIT period is still under development, creating uncertainty for private investment. Financial and technological challenges are also substantial. However, we are working with international partners to access funding and advanced technologies such as energy storage and green hydrogen to address these issues.

5. How has EAVCED been contributing to Vietnam’s sustainable energy goals?

Nguyễn Thị Phương Yến: We focus on four key pillars:

  • Policy communication & capacity building – organizing workshops and training on PDP VIII, DPPA, rooftop solar, energy efficiency, etc.
  • Technical support & policy consulting – working alongside the Ministry of Industry and Trade to develop key regulatory frameworks.
  • International cooperation & project coordination – collaborating with organizations such as ADB, WB, GIZ, and USAID to share global experience.
  • Energy information & community engagement – managing the Vietnam Energy Information System (VEIS) and carrying out communication campaigns to raise public awareness.

6. Looking ahead, what are EAVCED’s key plans to accelerate the clean energy transition?

Nguyễn Thị Phương Yến: We will continue to strengthen stakeholder capacity, support critical policies such as DPPA and PDP VIII, and enhance international cooperation. Another priority is energy data digitalization, combined with communication initiatives to bring policies closer to businesses and communities.
